The Qualcomm Snapdragon S4 MSM8960 has a processor that performs very well and above average compared to others. The average clock speed  1.3 GHz. The processor is usually a dual core processor and is much better at multitasking on the mid-rang mobile phone which has many multimedia options. The Snapdragon S4 makes use of the Harvard architecture and the processor has a separate Level 1 instruction and data cache. This is usually better than a unified cache.

Note that this processor is based on the Reduced Instruction Set Computing (RISC) design strategy enabling instructions to execute faster, as opposed to the Complex Instruction Set Computing (CISC) design strategy, which is well known to generally be slower at executing, mainly due to lengthy instructions. The Krait cores offer a slightly better performance as the standard Cortex-A9 cores and are compatible to the NEON SIMD extensions.
